Level 2 Project

LPUK Level 2 Target Setting and Reporting Systems

The Level 2 Target Setting and Reporting System is available to all Post 16 providers in the maintained sector across England.  

The project looks at those learners achieving their Level 2 qualifications and also those who either did not succeed or withdrew from their course(s).  Learners' performance is judged against expected learner grades based on past Learning Plus UK Level 2 data.  The data is broken down into three main categories: all courses, vocational courses and GCSE re-sits.

At the end of the period, a report is produced for each institution containing:

•  overview information covering all your Level 2 qualifications

•  subject analysis and comparisons including gender and ethnicity breakdowns

•  an additional overview report allowing you to compare your provision against other providers in an anonymised format

It also includes use of the Level 2 Tracking Tool.  Qualifications that are covered include BTEC Firsts, OCR Nationals (Level 2) and GCSE Mathematics and English re-sit qualifications.

The Benefits of Achieving Level 2

When addressing issues of 16-19 achievement and opportunity the focus is nearly always on Level 3 provision.  That is understandable, the majority of 16-19 year olds in full time education take Level 3 graded qualifications.

However, issues in raising standards and widening opportunities at Level 2 are just as important.  Why?

•  A 16 year old who at the end of Key Stage 4 graduates with 5 A*-C grades including Maths and English has an 83% chance of gaining a Level 3 qualification by age 19.

•  A 16 year old who at the end of Key Stage 4 graduates without Maths and English in the 5 A*-C grades has only a 57% chance of gaining a Level 3 qualification by age 19.

This results in a huge difference in life chances and opportunities.  Therefore, one of the keys to widening opportunities and raising standards at Level 3 lies with its precursors at Level 2.
